Engagement Management Structure

Organizational Structure

The following provides a description of the HIPAA Statewide Project organization, and an overview of its teams, committees and workgroups. Click here to see the chart that depicts the Engagement Management Structure.

Governor's Office

  • Project Sponsor

Executive Leadership Committee (ELC) - A team composed of director-level leadership from the impacted agencies.

  • Acts as Project champions and provides oversight
  • Makes final business decisions for Project
  • Coordinates inter-agency issues
  • Approves recommendations presented by the Deputy Directors Project Management Team
  • Coordinates national issues

Deputy Directors Project Management Team (PM) - A team composed of Deputy Directors from the affected agencies.

  • Develops and maintains the HIPAA Statewide Project Strategic Plan
  • Acts as conduit between committees and ELC
  • Receives and reviews recommendations from subcommittees
  • Assesses Project resource requirements

Technology Partners Committee (TPC) - A subcommittee composed of information technology experts from the impacted agencies.

  • Determines optimal technical platform
  • Determines tool development, testing, and production
  • Formulates workgroups for resolution of issues
  • Formulates recommendations for ELC
  • Resolves information technology issues

Business Partners Committee (BPC) - A subcommittee composed of policy and program experts from the impacted agencies.

  • Defines and validates functional requirements
  • Formulates workgroups for resolution of issues
  • Formulates recommendations for ELC
  • Resolves policy issues

Business Partners Committee Workgroups

Under the pervue of the Business Partners Committee and in conjunction with the Technical Partners Committee, the following statewide Workgroups have been established. The products of these Workgroups, represented as Assessment Tools, Educational Materials and Presentatons, are presented to the Deputy Director Project Management and Executive Leadership teams for approval, as appropriate.

Privacy Workgroup

The Privacy Workgroup is responsible for developing statewide HIPAA compliant standards. These standards would be adopted by all HIPAA impacted agencies and serve as baseline privacy standards. Each agency would reserve the right to adopt more stringent standards as mandated by federal or state rules.

Security Workgroup

The Security Workgroup is responsible for developing statewide HIPAA compliant standards. These standards would be adopted by all HIPAA impacted agencies. The standards would include both technical and personnel security policies. Each agency would reserve the right to adopt more stringent standards as mandated by federal or state rules.

Code Sets Workgroup

The Code Sets Workgroup provides a forum for all agencies to identify and resolve interagency code issues and suggested work arounds.

Education Workgroup

The Education Workgroup is responsible for identifying stakeholders and their educational requirements. Based upon an initial inventory, the group will identify and/or develop selected common training materials for use with internal and external groups. In addition, this workgroup may develop an integrated strategy to communicate with their common stakeholders.

Agreements/Contracts and Legal Workgroup

The Agreements/Contract and Legal Workgroup is responsible for identifying, inventorying, and analyzing existing contracts in view of the HIPAA regulations. Based upon this preliminary work, the workgroup would develop HIPAA compliant shell agreements for use on a statewide basis. In addition, this group is responsible for addressing other legal issues related to HIPAA.
